Avion Express is a Lithuanian ACMI and charter carrier based at Vilnius Airport, one of Europe's largest wet-lease operators providing aircraft and crew to airlines and tour operators across the continent. As a Lithuanian-registered carrier operating within the EU regulatory framework, Avion Express flights departing from EU airports are covered by EC 261/2004. When Avion Express operates on behalf of another airline under wet-lease, the operating carrier remains responsible for passenger rights under EU law. Passengers on disrupted Avion Express-operated services departing from EU airports may claim compensation regardless of the marketing airline's branding on the aircraft.
